M9 will only charge with 0.7 amps or lower

My M9 will ONLY charge if the charger is 0.7 amps or less. I've tried 5 different chargers and cables, the only ones that work are my Motorola 0.7 amp charger and an old 0.5 amp HTC charger. Any cable works with these 2. I tried a 2.1 amp, a 5 amp, a 1 amp, a 1.5 amp. Nothing. Zero. Nadda.
Even the stock charger and cable will not work, is my phone borked? I JUST paid to use sunshine to get s off :/

I've never seen this before... on any device.
