Here is a solution that you can use if you don't have cellular network. Q&A in the comments.
First if it happens after flashing a rom try the following steps
1. If you flash in twrp and only wipe dalvik cache, data and cache and your changing rom. Try reflashing the rom and this time wipe system and it should fix the problem.
2. If the first one doesn't work try flashing the modem of your devices if you updated to lollipop (5.0.0 or 5.1.1 ) from KitKat or your downgrading. You should flash the modem of your devices.
If during a rom upgrade try the following steps
1. Try flashing the modem.
2. Try reflashing the rom.
3. Make sure that you have the latest update.
The following stuff would cause your service to not work.
1. Outdated kernel
2. Outdated vendor
3. If you flash c-apps (cyanogenmod apps)
4. Remove the stock dialer.
5. Wrong modem.
