Iaps is disabled and i can't activate them again!

Both deemo and x plane is broken now because for some reason the iap settings has been disabled and doesn't allow me to buy anything. Even x-planes crashes because the iap thing is disabled...

How do i enable them? I even tried to enable the google serivces and google play, but still doesn't work, and there's a "forbidden" sign next to the wifi aswell for the notification, and no setting to enable it either.:(

And there is no setting in google play to enable iaps either.

Can we ROOT Stock ROM and remove Stock Apps if so list them ?

Is it possible to to use remove stock apps of samsung from stock ROM of samsung that comes along out of box.
If so what are the Apps can be removed -

The apps that i wish to remove are Samsung Bloatware and Google Default Apps that are On Stock ROM

Will the other apps on further installation will be stable and no force close or anyother Bugs turn in ? help me pl. Im much fed up with this Stock ROM running out of battery and don't want to use Custom ROM .
