WCDMA mode doesn't work on samsung gt-19192

I own a samsung s4 mini(gt-19192). When i change the network mode to "WCDMA/GSM(auto connect)" or "WCDMA only", it shows me "emergency calls only" and i cant surf the web or call.I can only use "GSM only" which is a lot slower.
My phone isn't rooted and runs android 4.4.2. I did a factory reset and wiped dalvik cache but no luck.
I would like to know a method to fix this problem asap.
